State Sen. Danny Earl Britt, Jr. has put forward a bill designed to help local water systems across North Carolina manage and reduce emerging contaminants—including PFAS—according to the North Carolina State Senate.

Officially named the ‘2026 Water Safety Act,’ the legislation (SB 1043) was introduced on April 30 in the 2025 regular session.

The bill would establish an Emerging Contaminant Mitigation Fund, providing grants to local water and wastewater systems for monitoring, treating and responding to PFAS and 1,4-dioxane, and supporting technical needs, especially for systems in distress. The proposal calls for $56 million in recurring funds for 2026-27. Additional appropriations include $14 million for academic research on contaminants and $25 million for programs focused on firefighter PFAS protection and exposure studies. It sets specific limits for PFAS in drinking water, requires new PFAS limits and controls for certain industrial dischargers, and imposes a temporary pause on most new or expanded interbasin transfers from the upper Cape Fear River through June 1, 2030. The bill also provides funds for river basin and wastewater system research, plus more support for DEQ lab programs and public water systems. The act is slated to take effect July 1, 2026.

The legislative process in North Carolina includes several required steps before becoming law. A legislator starts by submitting a bill, which is then reviewed by a committee and requires three readings in each chamber. If one chamber makes changes after the other has passed the bill, both must agree on final wording before sending the measure to the governor, who has 10 days—or 30 if the legislature is not in session—to sign, veto, or allow it to become law without signature.
