In essence, this bill seeks to prohibit the use of offensive American Indian mascots in public schools throughout North Carolina. It requires the State Advisory Council on Indian Education to include information on such mascots in its annual report. The State Board of Education must ensure no public school uses an American Indian mascot, as defined in the report, and take action within 30 days upon receiving the report. Schools identified with such mascots have two years to change them, failing which the superintendent must enforce the change. If noncompliance persists, funds may be withheld from superintendents or charter schools deemed willfully noncompliant. This legislation takes effect starting with the 2025-26 school year.
