A new bill filed by State Rep. Jarrod Lowery seeks to enhance transparency in local government spending by mandating detailed public access to invoices and bid information, according to the North Carolina State House.
The bill, filed as HB 659 on April 1 during the 2025 regular session, was formally listed with the short title: ‘Local Government Spending Transparency.’

In essence, this bill aims to enhance transparency in local government spending by mandating that all local governmental invoices be itemized to disclose the payee, amount paid, items or services purchased, and performance dates. These invoices must be made available quarterly on each local government’s website, or for municipalities without a website, in a binder for public viewing at the municipal building. Additionally, the bill requires that local government websites provide links to the top three bids on every project, service, or goods purchased with tax dollars, with quarterly updates. Redactions on invoices or bids are only allowed if specifically required by law. The act becomes effective July 1, 2025.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version. Once both chambers approve the same bill, it goes to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto, or let it become law without a signature.
