Rowland commissioners review Lumbee Tribe payment agreement

The Rowland Board of Commissioners recently reviewed an agreement enabling the town to collect revenue from a new senior housing project being built by the Lumbee Tribe.

“The Lumbee Tribe qualifies as a nonprofit so they are not required to pay property tax,” Clerk David Townsend told The Robesonian in late April.

The Payment in Lieu of Taxes (PILOT) deal will collect revenue from the Lumbee Tribe equal to the housing property’s estimated tax value, according to the publication. The tribe will pay for town services as the housing development will using the town’s sewer line, street maintenance and police protection services.

The Lumbee Tribe is building a senior citizens community center and 24 housing units, according to the report. Under the PILOT deal, the tribe will pay $500 per housing unit and $1,000 for the community center each year. The tribe will be charged separately for any additional water and sewer fees. Lumbee Tribe must file a petition for the housing development to be annexed into the town before the PILOT deal can be signed.
