Scotland County Black History
Harvey McKoy, Jr., was born in Hoke County in 1918 as the eldest son of Harvey McKoy, Sr., and Hattie Shaw McKoy. Affectionately known as “Little Harvey,” he knew the importance of community involvement by watching his dad.
Later in life, McKoy met and married Scotland County native Verlena Gales, and they raised their six children in the Lillies Chapel Community in southeast Hoke County. Gales was well known at Scotland Memorial and McCain Hospitals for her dedicated work in the nursing profession.
The couple ended up moving to Wagram after a fire destroyed their home in 1986. Once in Wagram, McKoy decided to run for Wagram City Council because he wanted greater services for residents in the New Town section of Wagram. McKoy became victorious in his first run and later became Mayor Pro Tempore.
