CITY OF LUMBERTON: Final Public Notice for Projects 67354 AND 67361, City of Lumberton, Robeson County

City of Lumberton issued the following announcement on March 26.

FINAL PUBLIC NOTICE 

The City of Lumberton has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through North Carolina Emergency Management (NCEM) as a sub- recipient. 

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and lowincome populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA). 

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Special Flood Hazard Area Zone: 

This project is for repairs and replacement of contents at the Parkview Activity Center and Chemical Storage Room in the City of Lumberton. All work is located in an AE zone or 1% Annual Chance Flood Hazard. Confirmation of location in a Special Flood Hazard Area (SFHA) was determined by the Robeson County Flood Insurance Rate Map, Panel Number: 3710939100K, dated 12/06/2019. The proposed work conforms to all applicable State of North Carolina and local floodplain regulations. There is a potential for the facilities to be impacted by future flooding events due to their location within the AE zone. The proposed work will not take place in wetlands per the United States Fish and Wildlife Service National Wetlands Inventory and will have little potential to impact or affect wetland values. 

Proposed Work and Purpose: 

At the Parkview Activity Center, the City of Lumberton will remove and replace floors, trim, carpets, interior doors, ceiling tiles, white goods, desks, filing cabinets, bookshelves, and exercise equipment. Walls and floors will be cleaned and repainted. The gym floor will be sanded and repainted and bleachers will be cleaned. Flood panels will be installed on the six (6) exterior doors to prevent intrusion from floodwaters and restore the facility back for recreational activities for the community. 

At the chemical storage room, the City of Lumberton will clean and reseal the floor, clean the walls, and replace road salt, fertilizer, and grass seed. The contents will be elevated two feet above the previous flood level, minimizing the chance for similar damage in the event of another flood and allowing for community maintenance activities to continue. 

Project Alternatives: 

Alternative #1 (No action): The 'no action' alternative would result in a negative impact on the City of Lumberton and its residents. If the damage to the structures are not repaired and the contents not replaced, the residents would no longer be able to utilize the facilities for recreation and storage. 

Alternative #2 (Repair in-kind): Repairing the buildings in kind would be leave the facilities and their contents susceptible to similar damages occurring in the event of a similar flood, which could lead to a disruption in park activities. 

Comment Period: 

Comments are solicited from the public; local, state or federal agencies, and other interested parties in order to consider and evaluate the impacts of the proposed project. The comments should be made in writing and addressed to:
